Named individuals with allocated time, not a committee roster of people doing this on top of their existing roles.
Why the mapping is not obvious
CHAI gives organizational resources its own playbook and RUAIH does not name it as an area at all — it sits inside governance. That asymmetry is informative: CHAI, drawn from operators, knows the programme fails on resourcing first. An unresourced governance committee produces documentation and no governance.
The most common failure
Zero allocated FTE. Everyone on the committee has a day job and the registry is maintained by whoever last felt guilty about it. Estimate the hours honestly before the first meeting rather than after the first backlog.
